Abstract

The progress of the late twentieth century, represented by the emergence of new international concepts in the field of international relations as a result of the liberalization of global trade, has accompanied the emergence of new patterns of behavior that we did not know beforehand as a result of the cultural and behavioral invasion of economically, scientifically and technologically advanced countries that have the enormous capabilities and capabilities in controlling the course of affairs from During its control over the media from satellite channels and other technologies used in various fields of life, which accompanied the emergence of negative effects on the economic, social, environmental and security aspects of countries, embodied in the emergence of new patterns of non-traditional crimes, completely different from traditional crimes, that do not depend on the use of methods However, it uses smart means through computers that have become familiar to everyone, and a dangerous tool in the hands of the perpetrators of such crimes, and in the face of this unlimited scope of the new crimes and the failure to agree to fully clarify their pictures, the problem of the difficulty of enumerating the legal models for these crimes and defining their idiomatic and comprehensive meaning Many patterns despite the different degree of danger or harm with the different views of the legislator in the countries regarding them according to their criminal policy This reflected negatively on the possibility of confronting it, as it requires great capabilities to address it.
